The Victoria Immigrant and Refugee Centre (VIRCS) was founded in 1989 by three refugees who had a vision to create a welcoming "home for newcomers" who would receive services with their needs and wants in mind. VIRCS continues to be a safe place for newcomers to get advice, training and assistance in becoming more active participants in their new communities in southern Vancouver Island.
